Building safety regulation in Wales: Building better together

The built environment in England has faced well-publicised challenges since the Building Safety Act 2022 introduced new procedural requirements for higher-risk buildings and for all project types through the Building Regulations 2010 and associated regulations. 

These include delays in building control approval for higher-risk buildings, inconsistent requirements for documentation and procedures, and uncertainty around assessing and demonstrating competence. Such issues create barriers to development, investment and productivity.

In Wales, the Welsh Ministers have the chance to learn from England’s experience and create a more effective regulatory framework. However, the recent consultation on proposed regional regulation indicates Wales may closely follow the English regulations, risking a missed opportunity to improve accessibility, certainty and outcomes, and support development and investment.

The practical impact of these changes will vary for different stakeholders. To explore the ambitions and expectations across the sector, we have convened a cross-sector panel to discuss the future of building safety regulation in Wales, ahead of anticipated changes in 2026.
