Browne Jacobson appoints David Hill as new health and life sciences partner with UK and international experience
Browne Jacobson's ability to guide public and private health and life sciences sector clients through the legal and policy complexity of NHS digital transformation has been strengthened by the appointment of David Hill as Partner.
David joins the UK and Ireland law firm’s health and life sciences practice from Blake Morgan. He specialises in supporting healthcare organisations to successfully adopt new medicines, technologies, and service models that enhance care and improve outcomes.
His clients include health service bodies across the UK, as well as independent healthcare providers and HealthTech companies based in the UK, Europe and North America. David has had extensive involvement in the development of health sector legislation and national policy, including integrated care, access to medicines and the evaluation of health technologies.
David Hill, Partner specialising in healthcare regulation and HealthTech, said: “Browne Jacobson has an outstanding reputation for advising clients at the most complex and consequential end of health service commissioning and delivery, which is exactly where I have spent my career.
“The digital transformation of health services, and the adoption of new medicines and technologies, raises genuinely novel legal questions that cut across public law, regulation, privacy and governance.
“The firm's breadth across those disciplines, and its deep relationships across both the NHS and the independent health and care sector, means it is uniquely placed to help clients navigate that landscape.”
A trusted adviser to the NHS and HealthTech sector
David began his legal career in-house in Health and Social Care Northern Ireland. He subsequently qualified as an English solicitor and practised for several years in the North West before relocating to the South East.
He has predominantly advised the health sector – both NHS and independent – throughout his career, alongside advising local authorities, central government departments, regulatory bodies such as the Information Commissioner’s Office, and governments of UK Crown Dependencies.
Relied upon by senior health leaders to advise on their most complex and consequential challenges, David frequently contributes to key areas of policy development for the NHS. He has also had the benefit of several secondments to NHS England, covering health devolution, organisational change and the development of Integrated Care Systems.
David’s practice increasingly focuses on the evaluation and deployment of new medicines and health technologies, including AI-enabled medical devices.
Gerard Hanratty, Partner and Head of Health and Life Sciences at Browne Jacobson, added: “David is an exceptional addition to our team and brings a rare combination of policy insight, regulatory expertise, and deep practical experience of the NHS. His track record – from primary legislation and medicines regulation through to the deployment of AI-enabled health technologies – is precisely what our clients working at the forefront of tackling society’s biggest issues need as the digital transformation of health services accelerates."
Browne Jacobson's health and life sciences practice works with 300-plus sector clients. These include one-third of NHS trusts and foundation trusts; more than half of integrated care boards; government bodies such as NHS England, Department of Health and Social Care, and the Medicines and Healthcare products Regulatory Agency (MHRA); life sciences companies supplying medical devices, diagnostics and HealthTech; private hospitals and clinics; later living operators; and specialist and complex care organisations.
