David is a public law partner at Browne Jacobson, specialising in supporting healthcare organisations to successfully adopt new medicines, technologies, and service models that enhance care and improve outcomes.
His clients include health service bodies across the UK, as well as private healthcare providers and health-tech companies based in the UK, Europe, and North America. He has had extensive involvement in the development of health sector legislation and national policy, including integrated care, access to medicines, and the evaluation of health technologies.
David commenced his legal career in-house in Health and Social Care Northern Ireland. He subsequently qualified as an English solicitor and practised for several years in the North West before relocating to the South East. He has predominantly advised the health sector – both NHS and independent – throughout his career, alongside advising local authorities, central government departments, regulatory bodies such as the Information Commissioner’s Office, and the governments of the Crown Dependencies.
Relied upon by senior health leaders to advise on their most complex and consequential challenges, David frequently contributes to key areas of policy development for the NHS. He has also had the benefit of several secondments to NHS England, covering health devolution, organisational change and the development of Integrated Care Systems.
David’s practice increasingly focuses on the evaluation and deployment of new medicines and health technologies, including AI-enabled medical devices. His background allows him to advise seamlessly across the convergence of public law, regulatory, privacy, and governance issues associated with the digital transformation of health services.
David worked with NHS England legal and policy teams and engaged on their behalf with the Department of Health and Social Care and Parliamentary Counsel, supporting the development of key provisions of the Health and Care Act 2022.
