Anja specialises in advising public bodies on their duties and obligations under the public procurement regime and how to run successful and compliant procurement exercises; managing complex projects that require lawyers and other advisors from different disciplines; providing commercial and governance advice to a wide range of public authorities; advising public bodies on alternative service delivery models in particular outsourcing of service delivery and corporate vehicles. She has previously worked in-house as a solicitor for Sheffield City Council and managed a three year ERDF funded project for an environmental charity.

Advising a central government department on its ongoing procurement of a replacement ICT strategy, including drafting of procurement documentation, advising on whether amendments to a call-off contract under a framework were compliant and advising on the management of the procurement process.

Advising NHS England on the re-procurement of the telephony platform for the 111 number - including advice on procurement documentation, managing the procurement process, complying with internal governance requirements and achieving financial transparency. Anja also undertook a part-time secondment to the NHS England team as part of this support.
Advising the Welsh Government on the transfer of commercial contracts from the Forestry Commission, Environment Agency and Countryside Council for Wales to the Natural Resources Body for Wales. Anja advised on the potential options, the procurement implications of transferring contracts and how to mitigate risks associated with this.

The decision of the Supreme Court published today in the Edenred case will be music to public bodies’ ears. For a lot of practitioners it is a slightly surprising decision but the fact that it has been made by the highest court in England gives it significant weight. It relates to a Memorandum of Understanding (MOU) arrangement between HM Treasury and National Savings and Investments to support the new Tax-free Childcare (TFC) scheme.
