Louise is a senior associate in our government and infrastructure team. Louise specialises in high-value transactional matters with a particular focus on public procurement, including procurement litigation. In addition, she has provided advice on a variety of public sector issues, including governance arrangements and other commercial arrangements, including outsourcing agreements and development agreements.
Louise regularly provides transactional procurement advice, in particular she has worked on the establishment of several large multi-disciplinary public framework agreements. Individually some of these arrangements are in excess of £1 billion in value. She was part of the team advising NHS England on the re-procurement of the NHS 111 service, a key contract to the national NHS infrastructure. Louise has significant experience in procurement litigation has successfully defended a number of procurement challenges for clients as well as achieving positive results for claimants challenging award decisions.
Louise, in conjunction with colleague Rachel Whitaker has also developed an interactive full day training programme for public sector clients focusing on managing and mitigating risk in a procurement process.
