Investable UK: Turning pipeline into progress, Birmingham 2026
The UK has a once-in-a-generation opportunity to rebuild its public infrastructure, and for the first time in years, the political will appears to be there. But political will alone does not build hospitals or schools.
Following the launch of Pipeline to Progress: Making UK Infrastructure Investable at UKREiiF in May 2026, we are convening a small, senior roundtable to take stock of where things stand and where they need to go next. The question is no longer whether we need a new model for public-private partnership; it is whether we have the clarity, the capability and the courage to deliver one.
This is a closed, Chatham House discussion. Outputs will be prepared on a non-attributable basis to inform the next phase of engagement with government.
The discussion will be led by Craig Elder, Browne Jacobson and Mark Goldstone, CBI and will cover:
- Reception and impact: What has the report changed, and where have the gaps in thinking remained?
- Progress under the new administration: Has policy momentum translated into clearer pipelines and stronger investor confidence?
- The Autumn Budget: We do not yet know what the Budget will contain, but its announcements on public spending, capital investment and fiscal headroom will inevitably shape the conversation. We will take stock of what it means in practice for PPP models, risk allocation and pipeline credibility.
- Public sector delivery: With a particular focus on health and central government – what are the real obstacles to getting schemes over the line?
