Local government reorganisation: Browne Jacobson launches updated guide for local authorities in England

22 April 2025

Re-organisation and reform of local government is being actively driven by the government.

The English Devolution White Paper and recent invitations from the secretary of state to local authorities across England which are currently operating under two-tier systems of local government clearly demonstrates the drive for change and a move to a consistent model across the country.

Local authorities have submitted interim plans, and as proposals for re-organisation are worked up, they will need to consider the likely impact on their areas and be on the front foot. The best options for any local government area will depend on the precise issues arising within that area.

This document aims to serve as a guide in relation to the key issues which might need to be considered, providing information and guidance for local authorities considering a move to a unitary form of local government in their area. This guide has been prepared for local authorities in England and does not address the particular circumstances arising in the other UK nations. It is a general guide only, and you should take full legal advice in advance of, and during, any re-organisation.
