Cullan is an Associate in the construction team based in the Cardiff office. He has a broad range of experience advising public and private sector clients on construction, infrastructure and energy projects both domestically and internationally.
Cullan regularly advises on complex transactions with clients including government bodies, local authorities and multinational corporations, with a particular familiarity with the JCT and NEC forms, as well as with public sector and bespoke frameworks.
Cullan was recently seconded to advise on legal matters across a global client's construction and consultancy businesses. This included contract drafting and negotiation for high value projects in the UK, the Americas, APAC, the Middle East and India.
Cullan also maintains a particular interest in renewable energy having previously advised on schemes in the hydrogen, solar, onshore and offshore wind sectors across various jurisdictions.
Cullan is also committed to pro bono work and has previously worked alongside the UN Human Rights Council, the AIRE Immigration Centre and the Toynbee Hall Legal Advice Centre, as well as being heavily involved in Browne Jacobson’s FAIRE scheme.
Experience
Global Master Services Agreement
Negotiated a multi-year, Global Master Services Agreement between an international professional consultant and a multinational bank which incorporated amended forms of the JCT Design & Build, Intermediate Building Works and Minor Works contracts, as well as international FIDIC Conditions of Contract for Plant and Design Build and AIA Standard Form of Agreement Between Designer-Builder contracts.
Rolling framework agreement
Advised an international professional consultant on a bespoke, 8-year rolling framework agreement for the provision of construction services in relation to the proposed theme park in Bedfordshire, projected to be worth £50bn to the UK economy.
Simplified construction contracts
Drafted simplified construction contract templates for two global fashion brands to streamline their fit-out processes for new UK stores
PFI contract termination
Advised a London Local Authority on the termination process of a multi-million-pound PFI contract in relation to an energy-from-waste facility.
