Procurement law reform workshop - 22 December 2020

3:00pm – 4:30pm

For a number of months, we have been expecting the Government to announce its proposals for procurement law reform. Now, the wait is over. The Cabinet Office has now launched its Green Paper, and our analysis of it can be found here. The Green Paper sets outs the Government’s proposals for reform of the Public Procurement system in England.

Join members of our specialist procurement team on on either Tuesday 22 December or Thursday 07 January for our workshop in which they will take you through the key aspects of the Green Paper.

The session will cover:

  • The core principles of procurement and the new look procurement procedures
  • Procuring the Most Advantageous Tender (MAT)
  • New look framework agreement and DPS provisions
  • Grounds for exclusion and the debarment list
  • A focus on transparent and open contracting
  • Managing contract modifications
  • Access to Justice – reform of the review system and remedies.

There will also be an opportunity to engage in Q&A at the end of the session.

 Working groups

The consultation period will end on 10th March 2021 and between now and then we will be hosting a number of smaller working group session to discuss in more detail the Government’s proposals and what they mean for your organisation and the sector you operate in.

We would be delighted if you would join us for these sector focused discussions and debates which will provide plenty of context and insight to inform any response you may wish to submit to the consultation and will assist us in compiling ours.

If you are interested in joining the relevant working group for your sector you can do so by emailing the working group lead using the relevant link below. At this stage we envisage one session in January and one in February for each working group:

  • Higher Education Institutions, led by Anja Beriro, Partner and Bettina Rigg, Partner - Tuesday 12 January at 14:00
  • Local Government, led by Mike Mousdale, Partner - Wednesday 13 January 2021 at 15:00
  • Arms’ Length Bodies, led by Mike Mousdale, Partner - Tuesday 12 January 2021 at 11:00
  • Health Sector, led by Rachel Whitaker, Partner - Monday 11 January 2021 at 14:00
  • Suppliers to the Public Sector led by Peter Ware, Partner - Friday 15 January at 15:00
  • Central Purchasing Bodies, led by Louise Bennett, Senior Associate - Thursday 14 January at 11:00

The working groups will be facilitated across MS Teams and invites sent to those who express an interest.
