Neil is an associate in the government and infrastructure team and specialises in advising public sector clients on corporate and commercial matters, and governance issues. This includes matters pertaining to procurement, PFI, governance review and structure, project management and commercial contracts.
Before joining the team, Neil gained experience in our education, technical claims, and public and environmental law teams, providing him with the ability to understand a variety of public sector issues and draw from his transferrable skills learned across these teams.
Neil has been involved in the firm’s various FAIRE and REACH programmes, supervising students under these initiatives, and also speaking at FAIRE seminars put on by the firm to discuss with students the options and support available to everyone, from any social background. Neil believes strongly in not only supporting inclusivity in the firm, but also throughout the legal sector.

Procurement project management, tender and final contract preparation
Supporting two joint local authorities with their running of a procurement, including advising on the legal and commercial elements involved pre and post tender, and preparing final contracts for the award stage.
Leisure operating contracts
Advising various local authorities on the provisions of a leisure operating contract, drafting said contracts, and also advising on the commercial elements involved in the setting up and negotiating of these contracts.
PFI
Advising local authorities and academy rusts on the PFI elements of academy conversions and transfers. This included drafting and negotiating the documents with the various parties (including SPVs/ lenders). Also, advising a local authority on a PFI refinancing, and advising on the necessary variation documents required for the refinancing.
