combating anti-social behaviour
the challenge:
Our client, Tuntum Housing Association, was becoming frustrated
by the increasing levels of anti-social behaviour within their
housing stock. We were asked to advise on alternative courses of
action to reduce such behaviour including how they could combat it,
the steps to be taken to expedite the court processes and the
implementation of any changes that were recommended.
our approach:
We proposed the use of a starter tenancy scheme, whereby all new
tenants would be issued with a tenancy agreement for an initial 12
month period with a potential to extend this if there were issues
with their behaviour during the initial term. The association
accepted this proposal and we drafted the starter tenancy agreement
and amended the tenant’s handbook to reflect the changes. We also
provided training to the client’s employees to provide them with
operational advice and arranged, facilitated and sat in on the
first appeal hearing when a tenant sought a review of the decision
to evict.
the results:
Following the implementation of the starter tenancy scheme there
has been a reduction in anti-social behaviour among new tenants;
cost savings have been achieved as less regulation of tenant’s
behaviour is required.
