Read views from local authorities on shared services

Three years on from our review into the state of shared services across the public sector, we have taken another look at shared services to see what’s been achieved. We commissioned Ipsos MORI to research views amongst local authorities and can report that not only are shared services projects being delivered but there is step change in attitudes towards transformation and outsourcing, as well as the merging of front line services and public and private sector sharing of services.

For many, shared services will mean a new way of collaborative working, outsourcing and joint venture arrangements. Concern amongst managers over the complexity of these arrangements remains high to this day but greater transparency will be fundamental in ensuring much needed public and political buy-in.
