employment advice on restructure
the challenge:
To advise a local authority on the employment law implications
of a major restructure of their workforce. We worked with the
head of legal and democratic services to advise on constitutional
and local government issues, standing orders and monitoring officer
requirements.
our approach:
Following recommendations from a human resources consultant we
provided support at all stages of the restructure. This
included consulting with the recognised union to agree the content
of written communications and their timing; amending the Employment
Stability Programme to ensure compliance with regulations;
negotiating termination packages for senior employees; minimising
compulsory redundancies by establishing redeployment/slotting in
procedures; dealing with grievances and appeals arising from the
restructure; and considering the impact of the restructure on other
employment policies and procedures.
the result:
All statutory and local authority regulations were complied
with; implementation of transparent and fair procedures for all
employees; savings in relation to salary costs; reduced impact of
the restructure on morale by redeploying staff and keeping
redundancies to a minimum; zero complaints to employment tribunal
solely as a result of this process; favourable terms offered to
those made redundant.
